The intelligence officer will deliver his speech at the Royal United Services Institute in London. The speech will largely focus on the threat of China in terms of its exploitation of online technologies and those in space which pose a “threat to us all”.
According to Sir Jeremy, the UK must take action now to address and challenge China’s control of technology as we are at a “sliding doors moment in history”.
According to the GCHQ chief, if action is not taken now the UK will pay the price later.
It is thought by the intelligence agency that China is capable of constructing a powerful anti-satellite device to compete with GPS and prevent other nations accessing space if there is a conflict.
Mr Fleming will note concerns in his speech that the BeiDou satellite system which Beijing may export globally, could have the ability to track individuals.
He will add that the development of such devices could present a “huge threat to us all” as the Chinese Communist Party attempts to use big developments to increase its power at home and influence people globally.
Another concerning technological advancement in China is the creation of a centralised digital currency which may allow the monitoring of users’ transactions.
This kind of technology could also help China protect its own economy in the event of similar sanctions being placed upon it as Russia does.

Military chiefs in Britain and the United States have repeatedly criticised China’s actions with satellites in space.
Some military experts believe that future conflicts may be won and lost in space due to how reliant people are on satellites.
