Racial slurs and coronavirus disinformation were also dabbed on the cliff at Pedn Vounder, in south-west Cornwall.
Emmets is a local term used in Cornwall to describe tourists.
There has been some tension with increasing visitor numbers over the past few months, as the pandemic discourages foreign travel.
Speaking to Cornwall Live a local said: “The main thing I want to get across is how sad and disappointing it is that someone has decided to do that.
“There was one over there [points to the remains of the graffiti] which said ‘p***s go home’, so we scrubbed that off, that was the worst of it.
“There was also a few penises and graffiti which said ‘Covid is a hoax’, I felt that was one of the most offensive.
“You can see the remains of that too in orange paint.
“It’s just really sad to be honest, you feel angry and stuff, but it’s more sad to be honest with you.”
National Trust employees have been using chemicals to remove the graffiti.
