Test and Trace’s head, Baroness Dido Harding, has repeatedly faced criticism for relying on costly consultants while the service had little impact on transmission.

In January, David Williams, permanent secretary at the Department of Health and Social Care (DHSC), told the House of Commons public accounts committee that there were 900 consultants from Deloitte working on the programme at a daily rate of £1,000.

When it was decided to merge Test and Trace with Public Health England to form the new National Institute of Health Protection (NIHP), consultancy McKinsey won a £560,000 contract for deciding Test and Trace’s “vision”.

Baroness Harding began her career at McKinsey. She became interim chief executive of NIHP, which was later renamed the UK Health Security Agency, before standing aside in April. She remains chair of NHS Improvement.
